The Chinese characters 牢 meaning is prison.

The original seal form of this Chinese character pictures a paddock confining an ox (牛) after the day’s hard labor. The modern simplified character: 牢 mercifully puts a roof (宀) over the ox (牛). By extension, 牢represents a prison for the incarceration of “beasts” of human society who are also in for “hard labor”.
